After serving nearly a decade as a police officer and police prosecutor, and rising to the rank of Captain and Director of Operations for the Hillsborough County Sheriff’s Department, Mr. Bagley entered the private sector for a brief period where he was involved in engineering of construction systems. He later returned to public service as an emergency communications dispatcher for the Milford Area Communications Center (MACC Base) – a multi-town inter-municipal agency coordinating emergency communications for all civil agencies. At MACC, Paul served as the Senior Dispatcher, responsible for maintaining standards of operation in a 24/7 environment. He took over management of the center and served as acting director after the untimely passing of the director.

In 1991, Mr. Bagley joined the Congressional staff of Congressman Dick Swett (NH-2nd). He served both as office director of Swett’s southern New Hampshire office and as a senior policy advisor. Paul crafted much of the Congressman’s message and provided constituent service primarily in areas of veteran’s affairs, law enforcement issues, SBIR contracting, acquisition of grant funding, and small business development. He was appointed and served cooperatively with the White House Office on Small Business.

After Congressional service, Mr. Bagley returned to the private sector, managing a scientific research firm providing services under SBIR programs for the US Department of Defense, Department of Energy, NASA, United States Air Force and the US Coast Guard. During his tenure the company was awarded seven different SBIR research grant contracts – a record unmatched before or since. Paul subsequently returned to his previous employment with the Milford Area Communications Center where he served as senior dispatcher and the senior-most member of the emergency communications staff. He retired from full time duty in December 2009, and continued dispatching and administrative services for the Mont Vernon, NH police department through 2013. 

Mr. Bagley married the former Micheleen G. Mahoney in 1970 and they are the parents of The Honorable Amy L. Bagley, a practicing attorney and formerly a State Representative to the New Hampshire General Court. Paul maintains his home in Milford, New Hampshire where he has volunteered on numerous municipal committees and agencies. He has coached high school academic teams that have competed nationally and is the founder and principle member of Berkshire Cottage, LLC; an intellectual and literary consulting firm.

Mr. Bagley is a Justice of the Peace at Quorum for New Hampshire and served as a commissioner with the district court. He maintains affiliations with a several veteran’s organizations including life membership with Disabled American Veterans. Paul and Micheleen Bagley were inaugural members and continue to contribute to the Wright Museum in Wolfeboro, New Hampshire which is dedicated to preserving American history for the years 1939 to 1945. They are also sustaining members of the New Hampshire Aviation Historical Society where Paul served as editor of the society’s quarterly newsletter, as the business administrator, and as a docent at the Aviation Museum of New Hampshire. He also created and produced a monthly on-line magazine for the museum entitled “Blue Skies” which quickly developed a worldwide circulation. He also created and is producing a quarterly newsletter for the Massachusetts Air and Space Museum entitled “Horizons.”

Mr. Bagley is author of The Everything Guide to Careers in Law Enforcement (Adams Media 2006), Crosses in the Sky (Eloquent Books 2010) and Undercurrents (Amazon Publishing 2011). Paul has also crafted stage plays entitled “Stewards,” “Celebration of Life,” and “Driven.” He edits and publishes three monthly and one quarterly newsletter for different non-profit organizations. He is an accomplished artist, photographer, playwright and a prolific writer. Paul is a former BSA scoutmaster; a musician once affiliated with the Boston Pops Orchestra, and has been listed in both Who’s Who of American Businessmen and Who’s Who of American Law Enforcement. Paul is past president and current secretary of the Purgatory Falls Fish and Game Club in Mont Vernon, New Hampshire, and he is one of the founding members and a multi-term past president of the New Hampshire Emergency Dispatcher’s Association (NHEDA). In 2012 he was presented with a special award from NHEDA for his outstanding vision and leadership. He is also a recipient of the prestigious NHEDA President’s Award. 

Paul D. Bagley is a veteran of the United States Air Force Medical Corps where he served six years during the Vietnam and Cold Wars and was honorably discharged. He is a graduate of the 41st New Hampshire Police Academy, as well as a number of in-service training schools offered by the New Hampshire Police Standard and Training Council. Mr. Bagley is a summa cum laude graduate of Franklin Pierce College where he obtained a Bachelor of Arts degree in American Studies. As a result of his academic achievements, Paul was voted unanimously by the college faculty as the “Outstanding Undergraduate” of his class, and was inducted into the Alpha Sigma Lambda Society; an international academic fraternity.
